Vietnamese-Russian Collaboration in the Nuclear Power Sector

In October 2010, the Russian Federation and the Socialist Republic of Vietnam signed an Intergovernmental Agreement on the construction of a nuclear power plant in Vietnam comprising two generating units. In November 2011, another contract was signed on the provision of consultancy services to develop documentation for approval of the site and the feasibility study for the Ninh Thuan 1 nuclear power plant construction project.

To help develop the country’s energy sector Rosatom is already providing support to Vietnam by training of specialists in the construction and subsequent operation of facilities. In 2014/15, more than 340 Vietnamese students will study at Russian institutes and universities in various nuclear technology specialities. Rosatom is also organizing internships at nuclear plants under construction in Russia for construction specialists from Vietnam. In 2014, 150 Vietnamese specialists completed internships at the construction sites of units Nos.3 and 4 at the Rostov nuclear power plant. As well as practical experience of construction specialities, the skills enhancement program included gaining skills in working with technical documentation, mastering safety procedures and studying Russian quality regulations and requirements relating to work on nuclear power plants.

To reinforce cooperation between Vietnam and Russia in the creation of a national nuclear energy sector Rosatom, on behalf of the Russian Federation, signed an agreement between the two countries’ governments in Hanoi on 21st November 2011 on the construction of a nuclear research and technology centre in the Socialist Republic of Vietnam.
