The year 2016 marked ten years of the President of Russia Vladimir Putin’s Initiative to establish a network of international centers for nuclear fuel cycle services, including uranium enrichment, under control of the IAEA and based on nondiscriminatory access. The initiative was voiced at the Summit of countries of Eurasian Economic Community held in Saint-Petersburg on January 25, 2006. The goals of the Initiative were the enhancement of the role of nuclear power in ensuring global energy security, development of the global infrastructure of nuclear power through creation of a network of international centers for NFC, provision of the nondiscriminatory and guaranteed access to NFC products and services to the countries developing nuclear power, and reduction of the nuclear proliferation threat. The Putin’s proposal has become the first of international initiatives associated with guaranteed and nondiscriminatory deliveries of nuclear fuel that have come to life: the IUEC in Angarsk has been created in the framework of the Agreement between the Government of the Russian Federation and the Government of the Republic of Kazakhstan of May 10, 2007. To date, IUEC shareholders are State Atomic Energy Corporation ROSATOM (70%), JSC NAC KAZATOMPROM (Republic of Kazakhstan, 10%), CJSC “Armenian Nuclear Power Plant” (Republic of Armenia, 10%), and State Concern “Nuclear Fuel” (Ukraine, 10%). The center is open for participation of other states who fulfill the commitments under the Nuclear Non-Proliferation Treaty of July 1, 1968, are the IAEA Member States, and share goals and objectives of the IUEC.
