Sergey Novikov

Background

Mr. Novikov was born on February 20, 1962 in the city of Kineshma (Ivanovo Region). He graduated from the Moscow Institute of Physics and Technology as a physics engineer specializing in automation and electronics in 1985. In 1997 he graduated from the Institute of Senior Managers within the Academy of National Economy under the Government of the Russian Federation as a specialist in the general management. Mr. Novikov has a Ph.D. in engineering. He is a Class 1 Active State Advisor of the Russian Federation. In 1985-1988 Mr. Nikitin was a graduate student in the Moscow Institute of Physics and Technology. In 1988-1993 he held the positions of a senior engineer, leading engineer, leading design engineer in the M. F. Stelmakh Research Institute “Polus” (Moscow) under the Ministry of Electronics Industry of Russia. In 1994-1995 he careered from an economist, leading economist to chief specialist of intra-bank processing center serving YUKOS Oil Company of the Customer Service Department of the Joint Stock Bank “Promradtekhbank” (Moscow). In 1995 - 1996 he held the post of the Head of the Financial Department in OJSC YUKOS Oil Company, Moscow. In 1996-1997 Mr. Novikov worked as the Vice President for Economy and Finance in JSC East Siberian Oil & Gas Company (Moscow). In 1997-1998 he held the positions of an Advisor to the Minister, then Deputy Minister of the Ministry of Fuel and Energy of the Russian Federation. In 1998 he became the Chairman of State Committee of the Russian Federation for State Reserves (Goscomrezerv of Russia). In 1998-2000 he is the Deputy Minister of Fuel and Energy of the Russian Federation. In 2000-2004 Mr. Novikov is the First Deputy Plenipotentiary Representative of the President of the Russian Federation in Volga Federal District of the Administration of the President of Russian Federation. В 2004-2015 he is the Head of the Federal Tariff Service of the Russian Federation. Since December 16, 2015 Mr. Novikov has held the post of an Advisor to the CEO of the State Atomic Energy Corporation ROSATOM and since March 24, 2016 he is the Deputy CEO for Economic Analysis and Planning of ROSATOM.
